Supervisor, the Senior Accounting Analyst within SFPUC Financial
Services - Accounting Services plays a key role in managing
accounting and purchasing transactions, with a primary focus on the
Water Enterprise's New Services Installation and Custom Work
Program. The Analyst will lead a small team and be responsible for
planning, organizing, and executing complex analytical tasks
related to program/project management, budget preparation,
financial analysis, and the development and implementation of
fiscal policies and procedures. Additionally, the Analyst will
contribute to year-end closing activities, ensuring accuracy,
compliance, and consistency across financial operations.Essential
Functions:
- Perform complex accounting functions consistent with Generally
Accepted Accounting Principles (GAAP), Government Accounting
Standards Board (GASB) standards, auditing procedures, and City
policies and procedures in connection with budget preparation,
purchasing activities, payroll analysis, and grants
management.
- Manage the accounting aspects of the Custom Work accounts (300+
private accounts and 150+ interdepartmental services accounts),
inclusive of account set up, cost tracking, status monitoring, cost
analysis and allocation, and account closeout.
- Develop and maintain accounting and financial policies,
procedures, and methodologies; identify issues and implement
resolutions to improve performance and mitigate risks.
- Process and approve various fiscal, purchasing and accounting
documents and transactions in conformance with established
procedures and controls.
- Prepare and present regular reports detailing cash management
activities. Plan and conduct routine and ad-hoc financial analyses
including forecasting, revenue and/or expense projections,
providing insights with financial/policy recommendations to support
decision-making.
- Support year-end closing activities, including retention and
outstanding invoices accruals, estimates, and work orders and
encumbrances carryforward.
- Maintain and stay current on knowledge of applicable
ordinances, rules, regulations, policies, and standards affecting
accounting and financial transactions.
- Support identification, creation, and maintenance of accounting
codes and structures to ensure accurate recording, reporting, and
control in PeopleSoft.
- Lead, supervise and motivate staff to improve performance;
ensures that staff is trained and adhering to best practices of
accounting and cash management.
- Class 1823 Senior Administrative Analyst performs other related
duties as assigned.How to qualifyPossession of a baccalaureate
degree from an accredited college or university and three (3) years
full-time equivalent experience performing professional-level
analytical work. Qualifying professional-level analytical work
includes analysis, development, administration, and reporting in
major programs and functions of an organization in the areas of
budgets, contracts, grants, policy, or other functional areas
related to the duties of positions in the 182X Class
series.Substitution:Possession of a graduate degree (Master's
degree or higher) from an accredited college or university with
major coursework in specialized subject matter areas such as public
or business administration, management, business law, contract law,
public policy, urban studies, economics, statistical analysis,
finance, accounting or other fields of study closely related to the
essential functions of positions in the Class series may be
substituted for one (1) year of required experience.Additional
experience as described above may be substituted for the required
degree on a year-for-year basis (up to a maximum of 2 years).
Thirty (30) semester units or forty-five (45) quarter units equal
one year.Desirable Qualifications: The stated desirable
qualifications may be considered at the end of the selection
process when candidates are referred for hiring.
- Experience in governmental accounting, preferably in large
public utility organization.
- Proficient with PeopleSoft financials and Supply Chain
Management system and Oracle Business Intelligence.
- Proficiency in Microsoft Office applications, with a strong
emphasis on Excel for financial analysis and reporting.
- Exceptional analytical and problem-solving ability, especially
experience with complex, sensitive and detailed analytical work in
financial data analysis and reporting.
- Outstanding interpersonal and communication skills, capable of
clearly conveying complex financial information to non-financial
stakeholders.
- Strong organization skill, with the ability to multitask and
prioritize tasks effectively in a dynamic, fast-paced environment.
This includes managing tight deadlines and adjusting priorities as
